在传出俄罗斯对乌克兰首都基辅发起军事攻击后，许多基辅人开始打包出逃，公路上挤满车潮，还有人抢搭公交车或巴士，连基辅的地铁站也塞满提着行李箱的民众。
根据社群媒体，民众也愈来愈恐慌，许多说已经躲进防空洞和地下室避难。电视画面显示，人们在街上祈祷，成群结队地抱在一起。
基辅的卫报记者哈丁（Luke Harding）在推特上说，街上人很少，人们在提款机前排队领钱。
此外，加油站外也挤满车潮，民众纷纷等待加油以离开基辅。
