美国参议院周四（25日）一致通过《香港自治法案》（Hong Kong Autonomy
Act），促制裁让中国违反《中英联合声明》的个人、金融机构或其他实体。下一步，待众议院通过和美国总统特朗普签署后，便会成为法律，以回应北京推行港版国安法立法。
提案人之一的民主党参议员范赫伦（Chris Van
Hollen）表示，法案是对北京发出明确讯息：破坏香港自治要承担后果。另一提案人、共和党参议员霍利（Josh
Hawley）指出，“这是我们阻止北京摧毁香港仅馀自由的最后机会”。
提案人之一共和党议员克拉默早前透露，白宫及国务院在民主党参议员范赫伦准备要求全院一致通过法案前半小时，对法案内容作一系列“技术性”修改。
